Letter is written to R. Carter. This letter talks about the employment of men working within the Air Force stating, airmen are listed in the non-permanent Active Air Force for a period of three years. It is said they are not employed full-time and that they have to participate in at least 2 practice/drill attendings per week at non-permanent quarters. The letter is responding to an inquiry of sitting for an engineer's certficate while being a part of the non-permanent active air force for 3 years- which it does not. The small slip in the top left corner pinned to the letter is a summary of Royden Foley writing back to someone in the bomber squadron with the name Bob underlined.
