The Canadian Pacific Telegraphs was a major nationwide telecommunications network established in the 1880s alongside the transcontinental railway. It provided essential, rapid communication acorss Canada. Within the sheet there are multiple locations listed after another that Royden Foley embarks upon, starting in Halifax and ending with Owbridge Addresses Love with "Kathleen Foley" stated at the end. It seems that this was a way to communicate location in a rapid way-unlike letters. It has a stamp saying censorship passes and a signature AB in pencil on the right side.
